can't save themes?

i tried to save themes onto my psp from http://consolespot.com/ctf/ and everytime i try it won't let me save them to my theme folder, i was just curious as to why i can't use this method and also the fact that i can't directly save them to my psp via usb

the theme folder is there its just that the psp isn't recognizing the themes

do i need the 1.50 addon?
