Default A 3.96 update in hot shots golf open tee 2 !?

I just checked the hotshots golf open tee 2 american UMD myself it sports a nice 3.96 update which seems absent from sony's servers.

release:3.96:

Most modules have different md5 sums than on 3.95, some remain identical though such as amctrl.prx They may have been updated or perhaps only the version strings have. I have no time to look at more deeply right now. I will do it later.

According to the version.txt the 3.96 was compiled 9 days after the 3.95 one.

Considering the update is from an UMD I am not sure wether or not sharing it is legal, so I rather not take any risks.

I have to say that it does remind me of a 2.60 firmware revision (different version.txt and one module different) which existed only in new psps or in refurbished ones (from sony I mean) I guess they sometimes make minor versions and do not update their servers with those.

Sounds pretty dull.

EDIT:

NID's didn't change from 3.95

EDIT2:

Seems identical to 3.95, only sysmem.prx changed (grew in size by 68-Bytes). The other prxs just had a single byte change (version bumped up to 3.96). Even pops.prx is binary identical (same SHA1 hash) so not sure how PSN support had been expanded.

So it's a strange update, I doubt they will release this one seeing how they've had it for awhile (built just 9 days after 3.95) and still hadnt released it. Makes me wonder why they include it then on a umd, perhaps that particular game needed a fix.
